Can you say more about what you mean by “cannot sync”?

Are you getting error messages? If so, please give us the exact text or a screenshot. If not, what makes you think it’s not syncing?

Are you sure that the devices are using the same AnkiWeb account? Don’t say “yes,” just because you already think they are – actually go check in
Settings > Syncingto make sure they are using the same address.
That isn’t an error message. When you sync a device for the first time, it will always be a one-way sync. You can’t use sync to combine 2 separate collections, but if you don’t have a collection on this device yet, select to keep “AnkiWeb” to download your collection to this device. I have been updating via one email address. Two phones are using the details via the same address. Are you saying that I should choose to keep Anki web to download my collection to the device? Thank you
I don’t understand what you’re describing, so I’m hesitant to answer that question. It’s important that you understand this yourself and not just jump into something, because otherwise you run the risk of losing data.
