I want to ask why my intervals appear strangely and not according to my option setting?
My learning steps for new card set as: 15m 1d 6d
but my new card displays as : <15m 1day 1day 1.9moth
why does this happen?

Again is showing the first step with Learn ahead limit. That’s why the < sign. The rest is explained here: Studying - Anki Manual
Those buttons are not meant to work like: “click which learning step you want to go to.” but they are doing what you told them to do. Some of it is explained at that link, but there are a couple things going on here.
- Again <15m = 1st step
- Hard 1day = halfway between 1st and next step, so this would be ~12h, but because you’re studying late in the day, that will cross the day boundary, and it is converted to 1d.
- Good 1day = next step
- Easy 1.9mo = 60d, because that’s what you changed your Easy interval to.
