[Windows] Unable to install Anki

I am trying to install Anki on my corporate windows 11 computer.
When I try to install Anki I get the following error:

6) Cache downloads: on
7) Download mirror: on

Apparently corporate network doesn’t allow Anki to download necessary files, is there a workaround? Maybe an older version of Anki exists that doesn’t need to download extra files?

We’re discussing bringing back that, because many users have issues with the new installation approach.
