EDIT: just to clarify, I selected all cards in that deck and clicked “Forget” on all of them.
The count shown there is the total revlogs before any filtering is applied.
But why would it increase after using “Forget”?
Because the Manual entries are counted as well.
I thought about that too, but doesn’t it seem like there would be more than 18 of those?
