The deck at https://ankiweb.net/shared/info/1521800111 (chosen for its name only) is called:

is what I get when downloading it. The Cyrillic and Turkish characters and the parentheses were removed, and the spaces were replaced with underscores.
It sounds like your concern is that the title on the shared deck page doesn’t match the name of the apkg that you downloaded. Is that causing you some sort of issue?

A service used for language learning with a program designed to support multiple languages can’t preserve names in many languages.
“турецко-русский” becomes “-.apkg”, “Биохимия” (Biochemistry) becomes “blank.apkg”. How is that not an issue on its own?
I just wanted to make sure you weren’t looking for actual help with a problem.
I would suspect it more likely has to do with ensuring universal OS / file-system / internet compatibility, than with a problem with Anki. But I’ll let someone with more expertise in that area answer you about that.
Well, if I download tons of files named “-.apkg” or “blank.apkg”, that will be a problem.
For that problem, the simplest way around it seems to be naming the files or importing the decks as you’re downloading them. The name of the apkg doesn’t matter for very long.
