Python38dll error and unable to uninstall Anki

When I open Anki, it gives me this Python DLL error. When I tried uninstalling Anki, it gave me another error "Windows cannot find ‘C:\Program Filters\Anki\uninstall.exe’. I am using version 2.1.13.
