There’s a setting in the review options that lets you show new cards before review cards. There’s also a setting that limits the amount of reviews per day. After you do your reviews - maybe you want to learn some new cards so you pull up the custom study and increase the amount of “new cards” only to find that intead it increased the amount of “review cards” for that day. Now if I had Anki set to review old cards before new cards then it would make sense to increase the reviews for that day instead but if I have it set to show new cards first then it should show new cards, right?

So what exactly do you think needs to be 15 characters and why does it matter?

Don’t use custom study to do this – try increasing your “Today only” New card limit in Options instead.
I don’t think it has anything to do with the New/Review Order. More likely you have your daily max reviews limit set too low, and it’s hiding some of your Due cards from you. When you raise that limit, it makes more sense for you to study some of your due/overdue Review cards than to introduce more New cards that you won’t have time to study.
I expect that is a comment on the Forum length-requirement for titles. It usually encourages folks to make a more descriptive/useful title. But not always.
