Importing updated tags that have moved cards to a different tag in the original deck

Is it possible to import a deck that has moved cards from one tag to another tag and have that change take effect in the new deck?

I am updating a deck that has already been downloaded to other people’s anki drives. However whenever I move a card from one tag to a different tag and then export the updated notes those changes are not reflected when someone else imports my updated notes.

Is there a way to get this change importable?

If you mean that you are changing the tags on notes, the notes should be updated on import provided the notetype has not changed, and provided the notes have not been modified more recently in the local collection. What message does the importer see?
