I want a deck with basic cards, cloze cards and image cards. If I have say 100 of each in a single deck will the cards be treated equally as for as learning and review?

Initially with new cards yes, but it also depends on the Deck Options - Order settings.

Cards of different note types are treated equally.
The note type really has no influence on reviewing/scheduling (as long as they can’t programmatically affect the database via an API, for which there is no cross-platform solution available yet).
The abstract concept of a card (for scheduling) and the visual representation/behaviour defined by card templates are two distinct things that do not really depend on one another.
