Which one are you calling the “Deck button”? The “Deck” I marked red at the bottom isn’t a button – it’s just the header of that column. The “Decks” I marked blue at the top is a button of a sort, and it will take to this main Decks list from anywhere in the app.
Let’s see if we can get you started on some of these other issues too – but you should definitely take a look at the manual while you are getting acquainted with the app. Sections 3, 5, and 6 will help with a lot building up early familiarity.
The “Create Deck” button is at the bottom of that page.
If you can say more about what you want to edit/manage, I can point you in the right direction. Much of that – especially if it is related to your notes, the cards they make, and the decks those cards are in – is done in the Browse window.
This is worth figuring out. You mentioned one of the things you did to try and solve this issue on Windows was sync your data – but your AnkiWeb account doesn’t show any sync activity in the past week, and it only shows an Android device connected to it. It’s possible you’re not syncing your devices to the same AnkiWeb account – which would look very much like not syncing properly!
If you have multiple accounts, you should remedy that, but make sure you preserve your data first so that you can merge the 2 collections. Syncing with AnkiWeb - Anki Manual
I’m going to take a stab at this and tell you that if they seem like they disappear and reappear on the red “Learn” counter – that’s because it’s only counting cards in Learn/Relearn that are currently available to study. If you send a card to a learning step, it will often not be immediately available. That’s totally normal.
If I’m mistaken and it’s a different issue, please provide more details.

When I click on the “Decks” button at the top (the one you marked blue), nothing happens. It’s unresponsive.
When I try to interact with the “Deck” header (marked red in your image), I understand now that it’s just a label and not clickable.
The only action I can take is clicking “Create Deck”, which brings up the second window I’ve attached (where I can name a new deck). However, I cannot proceed further because I can’t interact with my decks or switch between them.
So far, I’ve tried restarting the app and syncing, but it didn’t solve the problem.
Do you think this could be a bug, or am I missing something simple? I’m happy to try any further steps or troubleshooting you recommend!

I don’t think anything you’ve mentioned so far sounds like a bug.
What screen are you on when you click it? If you’re on the screen in our screenshots – you’re already there, so nothing happens. If you’re on a specific deck’s study screen (on its individual deck page, in a study session, or on its Congrats screen) – Anki will return you to the screen in our screenshots.
From your screenshot, you don’t appear to have any other decks to switch between. If you put in a deck name there, and click OK, you’ll see that deck added to your main Decks list – above or below “Default”.
