I have been trying to change cards that are basic cards to picture cards. I have tried the steps suggested without success.
Can you say more about what you mean by “picture card”? If that’s just a card with a picture on the front instead of text – you don’t need to change anything about your card design to do that.
It might also help if you tell us what steps you’ve been following.

Can you describe the problem you’re having in these screenshots? I could comment on some unusual choices you’re making in your fields and your templates, but I don’t think any of that is what you’re asking about.

I want to consistently use the picture card type. But I have some basic cards mixed in. I would like to change those cards to the picture card type.

Notes > Change Note Type – Browsing - Anki Manual – is the way to do that.
You mentioned the “steps” you were following above, but you still haven’t said what you’ve tried and what isn’t working.
