A while ago I stumbled upon the same problem …
Just this one time, you might be inclined to make an exception: just install Anki in /Users/nonadmin-work-HORSES/Applications/ 
Anki works perfectly when installed in a non-admin user account; and no, you’re NOT going to find anything better than Anki, not even close …
