"Again" reviews not showing up

When I’m learning new cards and hit “again,” the cards are not showing up again until the following day, even though my learning interval is set to 15 minutes. When I get to the end of my deck, it will say that my next card is due for review in 10 hours. I haven’t changed anything in my Anki recently; I can’t figure out why this is happening. I have tried all of the usual troubleshooting steps (restarting Anki, restarting my computer, checking for updates, etc). Below are my settings.

I also tried setting new interval at 0, which did not fix the problem.

The first thing is that cards you grade as Again are controlled by your relearning steps, not your learning steps. So it wouldn’t start at 15m, it would start at 20m.

That sounds more like you’ve graded a card Again, and then graded it Hard the next time you saw it – setting it to an interval around 12 hours. But to diagnose what’s happening with any particular card, we’d need to see its Card Info.
