I set maximum reviews/day to 5,but the actual review times are more than that.And I wonder if the maximum review is included the new card.
No, new cards are not included in the Maximum reviews/days
property. So with these settings, you will get 5 cards from the review queue, and 5 cards from the new queue. The new cards will be reviewed twice since you have two learning steps set on the first learning day (1 and 10 minutes).
This adds up to 15 reviews in total if you don’t have any lapses.
It wasn’t your question, but the large number of values you store in the “Steps” configuration suggest to me that you either don’t really understand what it’s about (and should read about it, or leave as default), or that you know exactly what you’re doing and I’d love to hear about it, because it’s highly unusual!
I am an English learner and the deck is about the English vocabulary.I want to learn the vocabulary in the heart so I set a long learning process.And at least,it works well at present and helps me do well in the reviewing phase.Thank you for the suggestion!
Sorry for withdrawing the solution mark because I find maybe it’s not the answer for the question when studying the deck today.As the following pictures show,the deck suggests 11 cards in learning and 3 to review which seems to be exceed the maximum limit.I start to study the deck and find all the 14 cards are reviewed so the maximum review per day option in which I set the new card to zero doesn’t work?

I don’t see anything unexpected. You have set limits for the new and review queues and these limits aren’t exceeded.
There is no limit option for the learning queue because Anki considers the intervals here as time critical. After all, you tell Anki when to show learning cards again to the minute through the Steps property.
If you really did 5 new cards and 5 reviews for all review and learning cards on the whole per day, on average every card would only be shown to you one more time after initiation – in it’s entire existence! This has obviously nothing to do with spaced repetiton anymore. It’s hardly repetition at all.
With your settings, every card will at least be shown to you once for every learning step and you have quite a few. But still, after graduation from the learning queue, you will only see it one more time if you don’t do more reviews than new cards.
This only applies if you really introduce 5 new cards per day. If you have less in general, your settings may just work. But anyway, keep an eye on overdue cards.
