The filtered deck was made on my pc but it won’t sync to my iPad. Help
You don’t appear to have one on AnkiWeb, which seems to indicate that you haven’t synced your computer version to AnkiWeb since creating the filtered deck. Once you do that and you confirm the deck is displayed on AnkiWeb, you should be able to sync AnkiMobile to get it to appear there as well.
