I don’t have internet regularly so I can’t keep my devices regularly in sync.

Under normal circumstances, reviews and note edits can be merged, so if you review or edit on two different devices before syncing, Anki will preserve your changes from both locations. If the same card has been reviewed in two different locations, both reviews will be marked in the revision history, and the card will be kept in the state it was when it was most recently answered.

Does that mean, if I see a card on the first phone and I got it wrong then I see it again on the second phone? Does that mean I will see the card again like the second phone says or does that mean it will be considered one review wrong and one review right so I should see it the next day again?

When you change a card in multiple locations, the most recent change will win. It won’t cause long term harm, but it’s better to sync at the start and end of each session to avoid wasted work.
