I am trying to download a deck that was shared with me. I’ve updated my anki to the newest version and tried disabling the special fields add on. When I try to download it it keeps saying “unable to read file. It probably requires a newer version of Anki to import”. How can I fix this?
Did you restart Anki after disabling the special fields addon? Try also running Anki in safe mode.

Yes I tried both. It doesn’t download like half of the cards when I do this.
That sounds like a different problem, possibly related to importing duplicate notes.

What would I do to fix this?
What do you see with the addons disabled after importing? It should look like this
where it tells you how many notes already exist in your collection. There’s nothing to fix in this case, just find the notes by clicking the magnifying glass in the “Details” table.
If you expect there to be X number of notes and it says “Y found in file” with Y < X then, I don’t know, maybe there is a problem with your .apkg file.
