Time zone error when syncing LinuxMint

I am trying to install Anki on Linux Mint 22.2. Initially, I tried the packaged version in the repository and receive the error:

Your Anki client does not support the new timezone handling yet. Please ensure your Anki is up to date.

The packaged version is 2.1.15+dfsg-3ubuntu4.1

After removing the repository version, I tried to follow these instructions to install the latest version manually:

docs .ankiweb.net/platform/linux/installing.html

During installation I get this error:

Error: Failed to run (1): /usr/local/share/anki/uv.amd64 sync --upgrade --no-config --managed-python --python 3.9

Can anyone help me make sense of this error?

That is an extremely old version of Anki (released 6+ years ago) – so you definitely need to update. Linux Distro Packages - Anki Manual
