When creating new cards, the tag entry section can’t be accessed using the tab key. @hengiesel gave a technical rationale for this behaviour during the beta of Anki 2.1.50. From a usability perspective, it remains a drawback alongside the numerous interface improvements in the last major release, not only with manual input, but also automated keyboard navigation.
