Whenever I spend a couple of minutes in the browser, this message cuts me off and it doesn’t disappear when I press x. This problem only emerged when I starting using the October’s version of Anki. I didn’t have this problem before.

Can you recheck using the Help / About menu item? Is it possible that you have 23.10 without the .1 at the end, which was the original October version?
Okay then, it looks like the problem was not completely fixed.
You could try the latest beta version 23.12beta3, although there is no mention in the release notes of any further fixes to the “Fix ‘creating backup’ showing for longer than necessary” issue.
And perhaps try the Troubleshooting - Anki Manual checklist as well, if you haven’t already.
