I am not sure on what I should do to resolve this issue–I tried closing the app and it won’t work and also it will not close when I shut down the laptop.

Try to update to 2.1.47 (apparently it’s a bug-fix version, so maybe it has already been patched).

it will not let me shut down my computer because anki’s application will not close–i can’t update the app bc it will not let me click on anything other than the pop-up message
