Is it possible to make a deck a filtered deck?

To create a filtered deck, do I need to make a NEW deck to have it filtered? Or can I make all my current decks filtered, and if so, could someone please advise me on how to do that?

If I create a filtered deck, will I be able to review it even if it comes up saying I have finished that deck for now?

You can use the rebuild option to review all cards in a filtered deck again.
