Importing a deck just to update tags leads to random duplicates

Hello,

I have been having this issue for a while, but basically my medical school is using Anking V12 as the Anking deck to tag specific cards that correspond to our lectures. I have downloaded Anking v12 from anki hub, but for some reason when I import that .apkg file they share it updates some cards tags and then imports some new ones. When I look at those new cards that were imported it says they are duplicates. Why is it creating duplicates of those V12 cards rather than just updated the tags? And why are some cards just updating their tags while others are being duplicated? Is there something I can do to avoid these duplicates and just have every card have their tags be updated?

You won’t get duplicates in an apkg import unless the deck author has changed note ids or removed+re-added content.
