I try to import but anki crashes

Version : 2.1.45
Using windows defender and no other virus program.

Problem:
When I try to import, I can see file selection box.
Then after about 3~10 seconds, cursor spins and anki crashes.

To resolve that problem, I installed older versions. But same problem happened.

Toolkit bug. Renaming your prefs21.db file while Anki is closed will cause it to forget the last folder location, and may resolve the issue.
