I get "Error details: error sending request for url ():error trying to connect...os error 10060"

When I try to sync my decks I get an error: “Error details: error sending request for url ():error trying to connect: tcp connect error: Попытка установить соединение была безуспешной, т.к. от другого компьютера за требуемое время не получен отклик, или было разорвано уже установленное соединение из-за неверного отклика уже подключенного компьютера. (os error 10060)”. It was happend when I update Anki to 2.1.35 version. I dont have any firewall or antivirus, my internet connection work via proxy but work normal before update. What I try:

  1. Check DataBase and Check media before sync
  2. Downgrade and install older versions (2.1.15, 2.1.20, 2.1.22, 2.1.24, 2.1.25, 2.1.26, 2.1.28, 2.1.33, 2.1.34, 2.1.35)
  3. Download WinMTR-v092 get an IP for ankiweb.net adress and ping this IP 116.202.51.32. All package sended good.
  4. I think problem in windows because i find some site there is descreibing some issue in a site https://help.globalscape.com/help/archive/cuteftp8/Socket_errors_10060_10061_10064_10065.htm . I dont find place there I can change and apply this settings.
    Help me please!!!
    P. S. Sync is ok when I connect to internet via my smartphone, but it is not convinient to me. Help me pls

If it works via your phone, maybe it’s your internet provider’s fault - you could try with a different wifi network to confirm.

Maybe I don’t describe enough right. It works when I connect smart to the computer like a modem. All is good when I work with Anki on the smartphone, but it can not work on my comp after update via proxy.
