[BUG] A network error occurred. ⁨v2.1.60 (76d88073)⁩

I have a connection issue on Anki Desktop. I can connect to Ankidroid on the same network, so it seems the desktop version has an issue. The error is as follows:

A network error occurred.

Error details: <U+2068>error sending request for url (): error trying to connect: tcp connect error: No connection could be made because the target machine actively refused it. (os error 10061)<U+2069>

Anki Desktop Version: ⁨v2.1.60 (76d88073)⁩
OS: Windows 10
Python 3.9.15 Qt 6.4.2 PyQt 6.4.0
