Is there a way to hide or remove the “export decks” button?

Why do you want to do that? Are you trying to develop a closed version of Anki?
No no, of course not. I don’t have any programming knowledge to do that or anything like that.
I asked a friend to share some decks from his college career. It was to show him that I would agree to put a version of anki on me or install some addon that would not allow me to share again anything he sends me. So that he can rest assured that I will not share anything he gives me.
I thought it was an easy thing to do. I didn’t know it involved programming knowledge.

I’m pretty sure there is no 100% foolproof way to prevent exporting in Anki, whatever is your goal. Any add-on that can hide the export functionality can also be easily disabled/removed. Maybe your friend should trust you more
