Try to install vc_redist.x86.exe if you’re on 32-bit Windows or vc_redist.x86.exe and vc_redist.x64.exe if you’re on 64-bit Windows from https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads, then reboot your computer and open Anki again.

As far as I know, Anki 2.1.15 should work just fine, but I recommend to try the previous steps at first.
FWIW, I’m still using Windows 7 on laptop and all Anki versions works fine for me as long as I install the alternate version since my laptop is 32-bit.
