I have downloaded Anki Desktop and have used it as well as downloaded a “shared deck” and used it. I reached my limit for the day and each subsequent day I log in I am told “Congratulations! You have finished this deck for now.” and can go no further I have re-booted, logged out and logged back in but nothing seems to work.
What do you mean you can’t go further? You can change the limits in the deck options.
If you’ve already successfully studied all the cards in the deck, you won’t see them again until their next reviews are due. For more info, read the Anki manual, or see: Anki's not showing me all my cards! - Anki FAQs
You can use the “Browse” and “Stats” buttons to get more info about the cards in the deck and when your next reviews are scheduled.

You haven’t said whether you’re asking about getting more New cards – in which case it matters whether those cards exist and are available for studying – or getting more Review cards – in which case, it matters when those cards are scheduled to be studied again (as mbrubeck already suggested checking).
Make sure you’re also considering how deck limits impact each other.
After you read the links you’ve been given, perhaps you can provide more details about why you think you should not be getting the Congrats message on this deck. That might help us find you a solution.
