I can’t synchronise Anki on the computer with an absolutely empty AnkiWeb, tried forced synchronisation in both directions, from different Internets, the application says that the waiting time is exceeded, put more, nothing has changed. A VPN isn’t necessary for most users/most of the time, but yes – that could be one way to get around connection issues.
Recently I’ve noticed that Roskomnadzor starting doing some more subtle blocking of seemingly random foreign services, but I guess if it would affect AnkiWeb syncing then there would be more complaints here.
OP, can you login and view your decks on https://ankiweb.net/decks or does that also give you issues?
There have definitely been spells in the past few months where many residents of certain countries suddenly had no access to AnkiWeb servers …
