Was there ever a resolution to this issue? I’m having the same problem but with no cards in learning.
The way review counts are calculated in a tree of decks changed in recent Anki versions. You’re using the latest AnkiMobile, but an older computer version. If you update to 2.1.41+, do you still see a difference?
