Can't open app (windows)

Hi, I’m a longtime ANKI user however this is my first time posting…
I recently bought a new laptop and the first thing I did was download anki. Everything downloaded fine, however, it won’t open. No error messages, nothing just a loading symbol on my mouse then it stops. I have tried restarting my laptop, deleting anki and redownloading, downloading older versions, and absolutely nothing has worked!

My laptop is running on windows 10 and is fully updated.

If you run Anki from a console, what does it say? Display Issues - Anki Manual

After a reboot, if you rename the prefs21.db file and then start Anki again, does that make any difference?
