ANKI User account both desk top and mobile

I created an account for the ANKI user forum, but I don’t see where to create a user account for the ANKI system in general, both desktop and mobile.

How do I set up my account?

PS: I had to pay $24.99 for the iPhone app, but was told it was free. Oh well.

Just to prevent confusion, AnkiMobile is the official IPhone app. There is an app called AnkiApp (with the same price apparently) that is not part of the Anki ecosystem.
