The QtWebEngineProcess in Anki is working normally. I tried nearly every possible solution from the manual and finally discovered by chance that my Steam was also unable to launch (which might have been the final push for me to seriously address my computer issues, lol). In the end, my ultimate solution was to reinstall Windows 11 (choosing to keep my files but reset all software and programs). This indeed resolved my issue, and because most of my software is portable or installed via command line, the recovery process was much easier. Thanks to everyone for the responses and support over the past few days!
