I found a solution: just excluding Anki both in “Application filter” and in “Hard excluded apps”.

  1. To access to “Hard excluded apps”, press and hold CTRL and navigate to Menu (top letf) – Help – Hard excluded apps… Then type “anki.exe”.
  2. Log off, log in, start Astrill and then Anki.

Anki will be open and will be able to sync.
