Windows 11: Tried the upgrade/downgrade menu item from .07.2, and it restarted Anki but did not provide the console window.
Downloading the release from the github site and running that did upgrade Anki successfully.

I’m having the same issue with 25.07.3 upgrading to 25.07.4.
Choosing Tools, Upgrade/Downgrade gives the usual warning message: “Change to a different Anki version?”. Then it just closes Anki. It does not pass control to the script running in the terminal window.
Once 25.07.4 has been installed manually, the Upgrade/Downgrade functionality works as it did earlier.
The way the launcher is triggered was updated recently. If you update to the latest launcher, you should find upgrade/downgrade works correctly again.

I can’t find the upgrade link for anki 25.07. I found this link which lists all changes and all the way down there are a few anki links, are those the updates? like do i need to download the anki launcher? Release 25.07 · ankitects/anki · GitHub
You can install the version linked on the main site – Anki - powerful, intelligent flashcards – or if you want to get it directly form GitHub, you should install the “Latest” patch release at the top of the releases page – Releases · ankitects/anki · GitHub .
