It’s something called learn ahead limit.

I tested it just now so the probability of me being wrong is near zero.

From the manual

Tells Anki how to behave when there is nothing left to study in the current deck but cards in learning. The default setting of 20 minutes tells Anki that cards should be shown early if they have a delay of less than 20 minutes and there’s nothing else to do. If you set this to 0, Anki will always wait the full delay, showing the congratulations screen until the remaining cards are ready to be reviewed.

I say <3m is either three mins or less than that if the deck doesn’t have other due cards to show. 3m is 3m on the other hand, you’ll wait for the full time even if you don’t have other cards in that deck.

Your learn ahead limit is probably either 3m or more than that; so we are getting a < sign in the interval.

You nailed it; options are identical, but app Preferences (Learn ahead limit) differ.

Didn’t know that each profile would have its own prefs …
