I have imported a deck but want to use it as a back up library. I would like the new cards to be added to the front, ie to have the cards as New#1, New#2, etc. The words I am adding are vocab that I am experiencing from the media I am consuming. I have already repositioned the cards to a later number. However the new cards keep going to the back, eg in the situation below, it would go to 10890. I would like to only use one deck.

Is there a reason? The easiest way to manage this would be to have your imported deck as one subdeck and your created deck as another subdeck (but first alphabetically), both under an empty parent deck. Then a “Deck” New card gather order on the parent deck would pull your New cards from your created deck first, until exhausted (or it reaches its limit) and then fall back on New cards from the imported deck.
Another way to deal with this would be to “lean into” that creation order – set your New card gather to “Descending position” so that newly created 10890 would be at the front of the queue.
The imported deck is a beginner vocab for japanese, so they are probably words I may encounter and move them around within the deck, hence I would prefer using a single deck.
And hence I would prefer to use ascending order, so I don’t need to reposition a card to a high number every time I encounter a vocab already on the list. It is more how I prefer it to work. If there is no way, I do believe your solution works.
If your plan is to “activate” the imported deck’s cards instead of creating your own note (that would be a duplicate), then 2 decks serves that purpose too. You can move them into your created deck when you encounter them, and they will automatically become a priority over the other cards in the imported deck.
