can you share the HTML view?
Usually generating clozes by ctrl+shift+C deletes some code. I do have some problems when doing clozes with HTML code and sometimes I do have to edit it myself in HTML view, so HTML tags are balanced either inside or outside the cloze.
Mobile versions render the card differently than Desktop and this is why some differencies may occur with HTML code inside clozes for instance (or text bolding is not shown, etc). If the cloze is not found in ANki Desktop then is when the message appears saying that the card is empty.
On the other hand, I did never tried clozes in a svg. So I cannot say anything in that matter. You may want to split the card into several following the 20 basic rules of SRS.

Just tried out with inline svg and indeed it gets messy. I guess The toolkit Anki uses does not support clozing text tags among svg paths. I suggest to stick with IO for the time being.
