as I understand it, a note receives a leech tag after 8 wrong answers (and you can change that number in the options but that’s off-topic). but does the tag ever disappear when you start getting good answers repeatedly ?
or is stuck on the poor note forever like a bad tattoo (and god knows how bad tattoos proliferated in recent years) ?

You can remove that tag whenever you want. After you’ve taken care of the issue on the note/cards that is causing the excessive lapses – that’s is a good time to remove it.
The tag will be re-applied to the note if the same card again hits the “half”-threshold of additional lapses, or if another card on that note hits the threshold. Leeches - Anki Manual
thanks. so the system never removes the tag on its own ? not even after you reviewed the card eight times successfully ?and you need to decide whether you want to keep the tag or not ?
You are correct. Anki doesn’t remove the tag from the note by itself.
