Please explain the difference between “suspend note” and “suspend card.”

For basic note types where there is just one card per note, there is no difference.
However, some note types automatically create multiple cards from a single note. For example, many language learning decks have a “Forward and Reverse” note type that automatically creates two cards per note: One that asks you to translate a word from language A to language B, and another that asks you to translate it from language B back to language A.
If you are using a note type that has more than one card per note, then “Suspend note” will suspend all of those related cards at once, while “Suspend card” will suspend only a single card.
