What is the difference between code#typeans and #typeans

The wiki entry did not make it clear enough and I couldn’t figure it out through trial and error.

Those are CSS selectors. code#typeans means "an HTML code tag with id typeans". Since ids are unique in well-formed HTML documents, these selectors should be equivalent.
