"Unknown error" shown on startup

Hello
I am using anki for important work. Usually when i start up anki, it come on perfectly fine.
However, when i start anki up it dosent respond. it takes me 20 clicks before anki starts up and it says that anki is already on when i havent even opened it.
It comes up with an error and has told me to report it to the help desk.

Just to let you know i have also tried using the shift button when starting anki to disable add-ons but this bug keeps on popping up and their are still problems.

I presume this is a bug in the toolkit Anki is built on. I do not know a way to work around it.
