Tts plays despite being commented out

When I comment out a tts line, the audio plays anyway on the card. For example:

I am running Anki Desktop 2.1.48. This has been an issue through many versions.

Left angle bracket!-- {{tts de_DE voices=Microsoft_Hedda:Satz}} --right angle bracket

Anki filters are processed independently of HTML comments and before them, so they have no effect.

Oh, well. That is too bad, but I can work around it. Thanks for replying.
