Strange FSRS simulator result after setting "Ignore cards reviewed before"

Hello, I previously posted a similar question on Reddit, but I later realized I misunderstood part of the problem and the question haven’t be solved. So I’m posting again, sorry if this causes any inconvenience.

I found that when I select “Ignore cards reviewed before” and then optimize FSRS, the simulator shows two issues:

1. The number of memorized cards decreases
2. New cards appear in simulation even I don’t have any.

For example, here is the information and simulation result for one of my decks:
(#1 = 0 new cards/day, #2 = 500 new cards/day)

Then, I changed “Ignore cards reviewed before” to 2025/03/17 and optimized.
The result became:

My guess is:

1. The simulator excludes cards reviewed before the date from memorized cards. (I’m not sure if this is intended behavior.)
2. The excluded cards are somehow treated as new cards during the simulation.

Could you share your collection file with me? I tried to reproduce this bug in my collection but failed.

To recreate this you need to close the setting window after save the change (just save and run simulation is not enough).

If possible please try this, I will provide my file if this not working
