Show a pop-up on toggling a global option

I think apart from the tooltips and globe icons, we also should’ve a pop-up upon toggling a global option (in deck options).

The tooltips aren’t read by most people. The globe on the other hand, doesn’t invoke anything in particular in this context (and if you remember one maintainer of the AnkiDroid project who long believed this was a link).

The pop-up needn’t be shown everytime someone toggles a global option but it can be done the first time someone does so. Maybe with a checkbox for “Never show again” but I leave the specifics upto dae.

You were probably motivated to post this by New card limit affects review cards instead. I’m not sure how much we can infer from that report, as they are an existing Anki user, and likely have built up assumptions about how things should behave.

It’s not critical enough to annoy users with a pop-up window.
