Shared decks cannot be sorted by ratings

ex. https://ankiweb.net/shared/decks?search=japanese&sort=rating
if you click on sort by other property (title, modified, etc.) it will sort the list by property but this does to occur by ratings.

Sort-by-rating is the default for the page when it first loads, so clicking on the “Ratings” column doesn’t change the sort. If you sort by something else, clicking on the “Ratings” column will switch back to sort-by-rating.
