(Re)learning steps disproportionally affect the time graph in the simulator

I started with the default (re)learning steps (blue), then added 20m to both (orange), and finally 30m to both (green).

• The average #reviews are 216.01, 217.05, and 219.77, respectively.
• The average times are 4.02 hours, 4.76 hours, and 5.28 hours, respectively.
• My average answer time is 42.73 seconds.
