New/Review order not working

I’m trying to make my reviews come up before my new cards, but it doesn’t seem to be working. I’ve changed it in the settings to, “reviews first” but it makes me do my learning cards instead, before the review cards. It works on my desktop though. Can anyone give me some advice?

That setting only controls reviews and completely new cards - learning cards come first, as they are time sensitive.
