On the shared decks page I see categories, but is there any way to show them all?

You can click any category you are interested in, or search for keywords. Is there something you’re having trouble finding?
It’s hard to see how a list of every single deck would be useful to someone in finding a deck that fits their needs.
I want to find the most popular shared deck, etc.

About anything. There doesn’t seem to be any downside for having a global list for anki enthusiasts

The limitations (and/or lack of development toward un-limitations) that I’m aware of on AnkiWeb have been necessary to prevent bad actors. Unfortunately, they might be why you can’t have what you want.
Bad actors? Are you saying this was a thing before? What problems happened with global anki list before?

But I’m sure you can’t expect someone to respond to you about any exploits that could have been successful, right? 
That you’re still fishing for more, and this many posts deep – it might make someone with a suspicious mind think you’ve got ill intent as well. I’m sure that’s not the case, so perhaps it’s time to accept the answer and move on.
